I drove around macarthur park for a while and found it there. It didn't show up on the road for a little bit.

Boards L. Noire Chevrolet Tow Truck. I know you can find one at the beginning of The Fallen Idol. I don't know whether or not you can drive it, though. You can't drive the one in fallen idol, but if you smash cars head on sometimes a tow truck will show up to tow it if it is undriveable.
