Comment by mysticwarriormj This vendor is located near the flight master for Darnassus. He's also near the quartermaster for Darnassus as well so while you're getting the Gilneas tabard might as well go over to the other quartermaster as well and pick up that tabard.

I know that the horde equivalent: the bilgewater cartel, sells a motorized trike and i would guess he does the same. I'm soloing it for the Anubisath Idol battle pet that drops from one of the bosses. As it didn't drop for me, I'll try again in a week; as it's a raid, not a dungeon.
